Renames the "Beef Market Development Act" to the "Cattle Market Development Act" and the "Florida Beef Council, Inc." to the "Florida Cattle Enhancement Board, Inc."

Reduces governing board membership from 14 to 13 members and requires the Commissioner of Agriculture to appoint initial board members with staggered terms of 1, 2, 3, and 4 years, with subsequent members serving 3-year terms with a maximum of two consecutive terms.

Removes provisions allowing the Board to hold referenda on per-head-of-cattle assessments and collect/refund assessments, and eliminates requirements to develop new beef uses and distribution methods.

Removes authority for the Board to maintain frequent communication with state and national industry representatives, maintain emergency financial reserves, appoint advisory groups, and examine certain records.

Changes the scheduled repeal date from October 1, 2019 to October 1, 2020, and requires the Board to adopt bylaws within 90 days after the governing board is appointed; effective July 1, 2015.
