Prohibits operating a motor vehicle while dialing, talking, or listening on a wireless communications device for interpersonal communication, or viewing/posting electronic messages and initiating Internet commands.

Exempts emergency personnel, reporting emergencies, receiving vehicle navigation/safety alerts, using navigation devices, and hands-free electronic devices (defined as devices allowing conversation without hand use).

First violation is a noncriminal traffic infraction punishable as a nonmoving violation; second or subsequent violation within 5 years is punishable as a moving violation.

Enforcement limited to secondary action only when a driver is detained for violation of another traffic law provision.

Requires Department of Highway Safety and Motor Vehicles to conduct educational awareness campaign and Department of Transportation to notify public via message boards or roadway signs about the handheld wireless device ban; effective July 1, 2015.
