Creates section 11.95 of Florida Statutes adopting and entering Florida into an interstate Compact for a Balanced Budget, exempting it from the Article V Constitutional Convention Act.

Establishes a Compact Commission with representatives from member states to oversee coordination, appoint a Compact Administrator, and prepare for an Article V Constitutional Convention to propose a federal balanced budget amendment.

Requires the balanced budget amendment to limit federal outlays to receipts unless financed by debt, set authorized debt at 105% of current levels with state legislature approval for increases, and require two-thirds congressional vote for new general revenue taxes.

Designates Florida's President of the Senate and Speaker of the House as delegates to the convention, limited to debating and voting on only the balanced budget amendment under strict convention rules.

Terminates the compact when the balanced budget amendment is ratified or automatically after 7 years if ratification has not occurred.
