• Shifts regulation of new proposed developments from the regional development of regional impact (DRI) review process to the state coordinated review process, reducing regional planning council involvement.

• Allows modification or substitution of conservation easements in sector plans if replacement lands have equivalent acreage, wetland/upland quality, and wildlife habitat value.

• Permits water management districts to issue consumptive use permits matching the duration of approved master development orders in rural areas of opportunity.

• Reduces regional planning council duties by eliminating cross-acceptance negotiations, biennial developer reports, and council participation in various permitting and planning processes for power plants, transmission lines, and natural gas pipelines.

• Establishes Pasco County as a pilot "connected-city corridor" with 10-year certification for streamlined comprehensive plan amendments and exemption from DRI review; requires OPPAGA to report by 2024 on expanding the program statewide.
