Creates section 1009.987 of Florida Statutes establishing a public records exemption for personal financial and health information held by the Florida Prepaid College Board, Florida ABLE, Inc., the Florida ABLE program, or their agents and service providers.

Defines exempt information as personal health conditions, medical diagnoses, income and expenses, financial transaction records, and asset and liability information of consumers participating in the Florida ABLE program.

Authorizes the board or Florida ABLE, Inc. to disclose exempted information to state or federal government entities when necessary for those entities to perform duties, verify eligibility, or authorize ABLE account use.

Establishes sunset review provision requiring the exemption to be repealed on October 2, 2020, unless reviewed and saved from repeal through legislative reenactment.

Makes the act contingent on the effective date of CS/HB 935 or similar legislation enacted in the same legislative session.
