Florida House urges Congress to direct the EPA to revise proposed regulations limiting carbon dioxide emissions from existing fossil fuel-fired electric generating units under Clean Air Act section 111(d).

Extends by 1 year the deadline for states to submit implementation plans to the EPA to allow time for technical work and state legislative activities.

Decreases the proposed interim and final state emission reduction goals for affected electric generating units in Florida.

Extends by 5 years both the interim plan compliance schedule and the final deadline for meeting carbon dioxide emission rate reduction goals.

Prohibits retirement of electric generating units before the end of their engineering lifetime unless the utility has fully recovered construction costs, the state has sufficient replacement capacity, and grid reliability is maintained.
