Requires the Department of Highway Safety and Motor Vehicles to create a Paddle Florida specialty license plate with an annual use fee of $25

Department retains all annual use fees until startup costs for developing and issuing the plates are recovered

After startup costs are recovered, annual use fees are distributed to Paddle Florida, Inc., which may use up to 10 percent of proceeds for administrative costs and marketing

Remaining balance of fees shall be used by the Florida Forever grant program to support outdoor recreation and natural resource protection activities

Effective date is July 1, 2015
