Extends sovereign immunity to employees and agents of health care providers that execute contracts with governmental contractors to deliver services to low-income recipients.

Authorizes health care providers to collect a nominal administrative fee from patients, not to exceed $10, and allows dentists to accept voluntary contributions for dental laboratory costs from patients receiving services under the contract.

Requires written notice to patients acknowledging that the health care provider is an agent of the governmental contractor, with receipt acknowledged at the initial visit; permits posting of notice in a conspicuous place for federally funded community health centers.

Maintains the requirement that contracts be for volunteer, uncompensated services except for nominal fees and dental lab contributions, and requires providers to report adverse incidents and treatment outcomes to the governmental contractor.

Takes effect July 1, 2015 and amends Florida Statutes sections 766.1115 and 768.28 to clarify the definition of "officer, employee, or agent" to include health care provider employees or agents acting under governmental contractor agreements.
