• Amends the Village of Estero charter to allow existing developments of regional impact (DRIs) located within the village at incorporation to remain subject to their prior development orders without requiring new DRI applications.

• Delays village compliance with state-shared revenue audit and financial reporting requirements until the end of fiscal year 2016-2017, and allows special district millage (including Estero Fire Rescue District) to be used indefinitely for ad valorem taxation purposes.

• Revises the village's corporate boundaries to include specific land parcels in Lee County and excludes certain areas within the corporate limits of the City of Bonita Springs.

• Redefines the seven village council districts with new legal descriptions based on township, range, and section boundaries in Lee County, with populations derived from 2010 Census data.

• Effective upon becoming law.
