Increases expressway authority governing body membership from 5 to up to 9 voting members in certain counties, with 7 members appointed by the county governing body and 5 appointed by the Governor

Prohibits lobbyists and persons with immediate family members who have represented clients before the authority or performed construction services for the authority within the previous 4 years from serving on the governing body

Results in immediate termination from the governing body upon finding a violation of ethical conduct provisions in chapter 112 or failure to comply with financial disclosure requirements within 90 days of notice

Subjects expressway authority actions and decisions on procurements exceeding $20 million to administrative review provisions under chapter 120

Defines "immediate family" as parent, spouse, child, or sibling and requires the Governor and county governing body to reorganize authority membership within 60 days of the act taking effect
