Establishes the Rapid Response Education and Training Program within the Complete Florida Plus Program at the University of West Florida, to be operated in partnership with Enterprise Florida, Inc.

Requires the program to issue challenge grants through open requests for proposals that match state dollars with education and training provider dollars to implement education and training programs.

Mandates periodic reports from an independent forensic accounting or auditing entity be submitted to the President of the Senate and Speaker of the House of Representatives to ensure program transparency.

Requires the program to work directly with businesses to recruit individuals, survey employers on program effectiveness, and maintain the ability to terminate programs with 30 days' notice.

Directs the Division of Career and Adult Education within the Department of Education to conduct analysis and assessment of program effectiveness in meeting labor market and occupational trends and gaps, effective July 1, 2015.
