Creates a 23-member Behavioral Health Task Force within the Department of Children and Families to develop a comprehensive State Strategic Behavioral Health Plan addressing funding, workforce, and service coordination, with interim report due December 1, 2015 and final report due December 2, 2016.

Establishes the Behavioral Health Workforce Loan Forgiveness Program providing up to $3,000 annually for up to 4 years in loan repayment for qualified behavioral health professionals at substance abuse or mental health facilities, funded at $450,000 annually through fiscal year 2020-2021.

Appropriates $9 million in recurring funds for the Criminal Justice, Mental Health, and Substance Abuse Reinvestment Grant Program, with $500,000 directed to a Center for Excellence for Criminal Justice, Mental Health, and Substance Abuse at the University of South Florida.

Requires creation of a substance abuse and mental health data collection system to reduce fragmentation and improve care coordination across state agencies serving individuals with mental health or substance use disorders.

Directs the Agency for Health Care Administration to complete a study on targeted case management services for persons with substance use disorders and submit findings by February 1, 2016.
