Amends section 440.13, F.S. to revise the process for establishing schedules of maximum reimbursement allowances for workers' compensation medical services.

Establishes a three-member panel consisting of the Chief Financial Officer (or designee), one employer representative, and one employee representative to determine statewide reimbursement schedules for physicians, hospitals, ambulatory surgical centers, work-hardening programs, pain programs, and durable medical equipment.

Requires the panel to annually review and revise reimbursement allowance schedules, with adoption by department order subject to administrative proceedings under ss. 120.569 and 120.57 and judicial review under s. 120.68.

Maintains hospital outpatient care reimbursement at 75 percent of usual and customary charges and limits outpatient observation status to a maximum of 23 hours.

Requires dispensing practitioners to pay supplying manufacturers, wholesalers, distributors, or drug repackagers for prescription medications within 60 days of taking possession.

Effective date: July 1, 2015.
