Defines "liquid nitrogen" as nitrogen gas in liquid form at approximately negative 320 degrees Fahrenheit and "inadequately ventilated area" as an atmosphere where liquid nitrogen evaporates and displaces oxygen.

Requires public food service establishments to train restaurant and bar personnel on precautions, dangers, and responsible serving practices when using liquid nitrogen in food preparation.

Requires food service establishments to ensure liquid nitrogen fully evaporates before serving food to customers and prohibits its use in enclosed or inadequately ventilated areas.

Requires vendors licensed under the Beverage Law to provide equivalent training and safety protocols for preparing alcoholic beverages with liquid nitrogen, with mandatory customer notice of consumption dangers.

Mandates the Division of Hotels and Restaurants and the Department of Business and Professional Regulation to adopt rules implementing these requirements, effective July 1, 2015.
