Each judicial circuit must create an advisory panel convened by the state attorney when a law enforcement officer is involved in a shooting and is not cleared by internal investigation or the report has inconsistencies requiring further investigation.

The advisory panel consists of 7 members appointed by the chief judge: one each from the state attorney's office, public defender's office, law enforcement agency, clergy, mental health expertise, school district, and one at-large citizen from the jurisdiction.

Panel members serve 1-year terms and cannot serve consecutive appointments.

The advisory panel votes on whether to indict the officer, and the state attorney must consider the panel's decision; if the panel unanimously recommends indictment, the state attorney must indict unless presenting conclusive contradictory evidence.

This provision expires on July 1, 2018, and the act takes effect on July 1, 2015.
