Florida Agricultural and Mechanical University and Florida Memorial University shall establish the Law Enforcement Academy for Diverse Communities, contingent upon appropriation.

Academy curriculum must include education on reforming policing techniques to eliminate corruption, police brutality, and racial profiling; overview of historical and institutional barriers impacting women and ethnic and racial minorities in law enforcement; and youth mentoring projects to improve community-police relationships.

Academy may establish data collection procedures to research racial profiling and stereotyping, expand community policing partnerships, and organize recruitment events targeting racially and culturally diverse populations.

Academy purpose is to enhance law enforcement agencies' ability to recruit, educate, and employ members of racially and culturally diverse populations and foster understanding of racial and cultural differences.

Act takes effect July 1, 2015.
