Establishes a 4-year Reigniting Education Achievement with Coordinated Help (REACH) Program beginning in the 2015-2016 school year in 3-5 of Florida's lowest-performing traditional public schools with high percentages of low-income, at-risk students.

Provides wrap-around services through public-private partnerships including tutorial and after-school programs, student counseling, nutrition education, health and dental services, parental counseling, and adult education.

Initial year funding capped at $900,000 with subsequent years requiring legislative approval for any increases; schools must submit letters of interest by July 15, 2015.

Year one focuses on building partnerships with school districts, teachers' unions, parents, social service agencies, medical professionals, and businesses; years two through four continue partnerships while refining services and monitoring student progress.

Requires the Department of Education to submit a final report to the President of the Senate and Speaker of the House including successful practices identified, impact on student performance, and a recommendation for continuing or terminating the program; State Board of Education shall adopt administrative rules.
