Amends Florida Statute 910.035 to allow trial courts to transfer criminal cases to another county if the defendant is eligible for and agrees to participate in a problem-solving court program in that county.

Defines "problem-solving court" to include drug courts, veterans' courts, and mental health courts operating under specified Florida statutes.

Requires the authorized representatives of both the transferring and receiving county's problem-solving court programs to consult and agree to the transfer before the trial court can accept a plea and issue a transfer order.

Mandates that transfer orders for pretrial cases include probable cause affidavits, charging documents, reports, witness statements, test results, evidence lists, defendant contact information, and written consent to follow the receiving county's program rules.

Effective date is July 1, 2015.
