Amends section 1009.89 of Florida Statutes to expand eligibility for William L. Boyd, IV, Florida Resident Access Grant Program payments to independent colleges or universities that became successors through merger to eligible institutions.

Qualifies institutions that were successors by merger as of July 1, 2013, to an independent college or university that was eligible to receive access grant payments under the existing program.

Maintains existing eligibility requirements for institutions eligible to receive tuition vouchers on January 1, 1989, that continue to meet their original criteria.

Preserves existing constitutional requirements that state aid must have a secular purpose and must not advance or impede religion or create excessive entanglement between state and religious entities.

Effective date: July 1, 2015.
