• Authorizes electors with no party affiliation to vote in primary elections and establishes that primary elections shall remain open to all qualified electors even when write-in candidates are present.

• Prohibits private property owners from restricting access to polling places or early voting sites located on their property during periods when the property is being used for voting purposes, including areas outside no-solicitation zones.

• Takes effect July 1, 2015.
