Revives and amends the Solar Energy System Incentives Program within the Department of Agriculture and Consumer Services to provide rebates for solar energy systems installed between July 1, 2015, and June 30, 2020.

Establishes rebate amounts of $4 per watt (maximum $20,000) for solar photovoltaic systems on residences and $100 per installation for solar thermal pool heaters, with higher caps for commercial and non-profit facilities.

Requires applications for rebates to be filed within 120 days of equipment purchase and must include proof of purchase.

Mandates that 10 percent of annual appropriated funds be reserved for low-income housing residents, defined as individuals with income at or below 125 percent of poverty level or residential complexes with at least 20 percent of units occupied by such individuals.

Takes effect July 1, 2015, with the Department authorized to adopt rules for administering rebate applications and processing.
