• Driver license and identification card application forms must include a voluntary checkoff allowing veterans to request written or electronic information on federal, state, and local benefits and services, with information delivered by a nonprofit third-party provider.

• Department of Highway Safety and Motor Vehicles reports veteran contact information monthly to the Department of Veterans' Affairs, which disseminates it to county/city veteran service officers and the third-party provider; third-party providers are prohibited from selling veteran contact information and must maintain confidentiality under state and federal privacy laws, with first-degree misdemeanor penalties for violations.

• Creates a 20-member Military and Overseas Voting Assistance Task Force within the Department of State to study development and implementation of an online voting system for absent uniformed services voters; task force must report recommendations to the Governor and Legislature by July 1, 2016, then expires.

• Establishes legislative intent for the State Board of Education and Board of Governors of the State University System to align degree programs, train faculty as veteran liaisons, incorporate veteran-focused disability services, facilitate statewide coordination meetings, and provide priority registration for veterans.
