Retitles Part III of Chapter 348, Florida Statutes as "Central Florida Expressway Authority."

Modifies the governing body composition from 9 members by requiring county commission chairs from Seminole, Lake, and Osceola Counties to appoint members from their respective counties who may (rather than must) be commission members, chairs, or county mayors.

Specifies that Governor-appointed members serve 4-year terms ending on December 31 of their final year of service, and removes the requirement that the authority elect a secretary.

Designates the Central Florida Expressway Authority as a party to the existing lease-purchase agreement between the department and the Orlando-Orange County Expressway Authority dated December 23, 1985, with supplements dated November 25, 1986 and October 27, 1988.

Removes the requirement that title to the former Orlando-Orange County Expressway System transfer to the state upon completion and termination of the lease-purchase agreement.

Takes effect July 1, 2015.
