Creates section 766.4105, Florida Statutes, establishing the Patient Compensation System Trust Fund within the State Treasury for operating the Patient Compensation System and performing its required functions and duties.

Designates the trust fund to receive contributions required from healthcare providers under section 766.408, with any fiscal year-end balance remaining available for future use rather than reverting to general revenue.

Schedules the trust fund for automatic termination on July 1, 2019, unless terminated sooner, with mandatory review before termination per section 215.3206(1) and (2).

Contingent effective date requires passage by three-fifths vote of both legislative houses and simultaneous enactment of HB 1109 or similar legislation in the same legislative session.
