Creates section 775.32, Florida Statutes establishing the crime of terroristic threats for communicating direct or indirect threats to commit violent acts, cause evacuations, or cause public terror or inconvenience

Defines "communicate" to include in-person, written, or electronic communications including email, Internet, and other electronic means

Third-degree felony punishable under general felony statutes for basic terroristic threats violations

Second-degree felony if violation causes evacuation diversion from normal operations, involves threats against law enforcement officers or state attorneys, or involves threats against their immediate family members

Requires convicted persons to pay restitution equal to evacuation costs including fire, police, emergency medical, and transportation services, with civil damage awards reduced by restitution amounts paid

Effective October 1, 2015
