Creates a 19-member Cold Case Task Force within the Department of Law Enforcement to examine policies and procedures used by law enforcement agencies in investigating recent and cold case homicides.

Task force membership includes the executive director of the Department of Law Enforcement (chair), Attorney General, three state attorneys, two victim advocacy representatives, two county sheriffs, two municipal police chiefs, three victims' family representatives, crime scene evidence technician, forensic pathologist, and representatives from law enforcement agencies and professional associations.

Members serve without compensation but are entitled to reimbursement for per diem and travel expenses; task force must hold its first meeting by September 1, 2015.

Task force shall review investigatory policies and procedures, identify best practices, recommend legislative proposals to improve effectiveness, and may take testimony from victims' families and the public.

Task force must submit findings and recommendations to the Governor and Legislature by December 1, 2016, and expires upon submission of the report; Department of Law Enforcement shall provide necessary staff support.
