Authorizes courts to order a transdermal monitoring device or treatment program as an alternative to an ignition interlock device for DUI offenders in second and subsequent convictions.

Deletes obsolete provisions related to the July 1, 2003 installation date for ignition interlock devices.

Applies the transdermal monitoring device or treatment program alternative to first-offense DUI convictions with blood-alcohol levels of 0.08 or higher, and to aggravated DUI cases involving minors in the vehicle or blood-alcohol levels of 0.15 or higher.

Maintains existing penalty structures: first conviction fines of $500-$1,000 and up to 6 months imprisonment; second conviction fines of $1,000-$2,000 and up to 9 months imprisonment.

Takes effect October 1, 2015.
