Replaces Next Generation Sunshine State Standards with district-selected English Language Arts and mathematics standards from pre-2009 standards of California, Florida, Indiana, Massachusetts, Minnesota, and Texas.

Prohibits the Department of Education and district school boards from entering into agreements that cede or limit state or district control over academic content standards and corresponding assessments.

Removes requirement for statewide standardized assessments and allows district school boards to select from a list of pre-2009 national norm-referenced assessments in English Language Arts and mathematics.

Requires written parental consent for students to participate in certain health and family life instruction, with exemption options for instruction on family definition, reproductive methods, and sexually transmitted diseases.

Revises school grading system to use district-selected assessments and establishes new accountability measures including learning gains, graduation rates, and college/career readiness metrics; effective July 1, 2015.
