Amends Florida Statute 932.703 to require that seizure or forfeiture of property under the Florida Contraband Forfeiture Act must be incidental to an arrest of the person involved in the criminal activity.

Maintains exception for contraband articles defined in section 932.701(2)(a)7, which may be seized and forfeited regardless of whether an arrest occurs.

Provides that rights, interest, and title to contraband articles used in violation of section 932.702 immediately vest in the seizing law enforcement agency upon seizure.

Prohibits seizing agencies from using seized property for any purpose until rights, title, and interest are perfected under the Florida Contraband Forfeiture Act, except for reasonable maintenance operations necessary to minimize loss of value.

Takes effect July 1, 2015.
