Creates section 97.0111 of Florida Statutes declaring the right to vote as a fundamental right that must be free and fair.

Prohibits the state from denying or restricting voting rights without a compelling state interest and requires use of the least restrictive means to advance any such interest.

Establishes equal protection of voting rights for all United States citizens at least 18 years of age who are Florida residents.

Allows individuals whose voting rights have been denied or abridged to assert violations as a claim or defense in judicial proceedings to obtain appropriate relief.

Takes effect upon becoming law.
