Creates section 256.16 of Florida Statutes designating the Honor and Remember flag as the state's emblem of service and sacrifice by United States Armed Forces members who died in the line of duty.

Authorizes flag display at state-owned buildings where the U.S. flag is displayed, all state-owned military memorials, and other state-owned locations deemed appropriate.

Requires the flag be displayed on eight specified days: Armed Forces Day, Memorial Day, Flag Day, Independence Day, National POW-MIA Recognition Day, Veterans' Day, Gold Star Mother's Day, and the day a state resident member of the Armed Forces dies in the line of duty.

Mandates flags be manufactured in the United States and displayed in a manner visible to the public with no more than two additional flags when displayed together on a flagpole.

Allows local governments to voluntarily display the flag at local government buildings where the U.S. flag is displayed and at other local locations they deem appropriate, effective January 1, 2016.
