HB 1149 Summary

• Creates section 1003.5712 defining "dyslexia" as a neurological learning disability characterized by difficulties with word recognition, spelling, and decoding abilities resulting from phonological language deficits

• Establishes legislative findings that early diagnosis and treatment of dyslexia prevents severe academic and self-esteem impacts and costs significantly less than later remediation

• Amends section 1002.20 to ensure parents of students with learning disabilities (including dyslexia, dyscalculia, and developmental aphasia) receive the same notice and due process rights as parents of students with other disabilities

• Requires students with learning disabilities to be provided opportunity to develop an individual education plan (IEP) team and IEP according to State Board of Education rules

• Exempts students with active individual education plans at high school graduation from excess hour surcharges for college credit hours exceeding baccalaureate degree requirements at state universities

• Takes effect July 1, 2015
