Creates online voter registration system effective January 1, 2018, requiring the Division of Elections to establish a secure website where applicants can submit registrations and verify eligibility using Florida driver license or identification numbers compared against Department of Highway Safety and Motor Vehicles records.

Expands accepted forms of identification at polling places and for voter registration to include licenses to carry concealed weapons or firearms issued pursuant to section 790.06.

Authorizes cities to conduct candidate elections by mail if approved by the governing body and supervisor of elections, and allows sample ballots to be mailed to electors in lieu of newspaper publication.

Revises provisions for absentee ballot canvassing, signature updates, and federal write-in absentee ballots, including allowing overseas voters 10 days after election day to submit ballots in presidential elections and permitting abbreviations and misspellings in ballot designations.

Requires special district and community development district elections to be conducted on the primary election ballot, effective July 1, 2015.
