Authorizes the City of Lauderhill to create a neighborhood improvement district ordinance that allows the district to borrow money, contract loans, and issue bonds, certificates, warrants, notes, or other evidence of indebtedness to finance capital projects.

Requires that bonds be authorized by resolution of the district's governing board, resolution of the city commission, and approval by referendum of district electors.

Mandates that the referendum be conducted by mail ballot with a 45-day voter registration period, 15-day ballot distribution timeline, and 60-day ballot return period, with results certified within 5 days after the voting period closes.

Specifies that bond issuance approval requires an affirmative vote by a majority of registered voters residing in the district, and allows bonds to be issued in one or more series with flexible terms regarding dates, interest rates, denominations, and redemption features.

Limits loans contracted by a district to a term not exceeding the life of the project secured by the loan.
