Amends section 24.115, Florida Statutes, relating to payment of lottery prizes by adding new requirements for escrow accounts and notification procedures.

Requires the Department of the Lottery to place lottery prizes in an escrow account for 1 year for persons convicted of sexual battery, lewd acts, or other sexual misconduct offenses listed in chapter 800 and related statutes, pending resolution of victim claims.

Mandates state agencies and the judicial branch notify the Department of the Lottery of persons owing outstanding debts to state agencies or child support obligations (including spousal support) so prizes of $600 or more can be offset against such debts.

Establishes priority for debt offset where past due child support claims are paid first, followed by other state debts on a pro rata basis if the prize is insufficient to cover all debts owed.

Takes effect July 1, 2015.
