Department of the Lottery must split net revenue evenly between eligible universities with medical research facilities and direct service providers for breast cancer research and services to low-income, uninsured individuals with breast cancer.

Creates "Ticket for the Cure" special instant lottery game operating from January 1, 2016 through December 31, 2021, with net revenue allocated per the revenue-sharing requirements.

Direct service providers must be reimbursed using Medicare fee schedules or the lowest-cost fee schedule, provide continuum of care, and cannot use funds for overhead, indirect costs, or levies.

Revenue generated from "Ticket for the Cure" cannot supplant existing state-appropriated funds for breast cancer research.

Mary Brogan Breast and Cervical Cancer Early Detection Program funding must come from federal CDC grants plus matching state appropriations under the General Appropriations Act.
