Adds disabled persons to the definition of "minority person" under Florida's Small and Minority Business Assistance Act (section 288.703, Florida Statutes)

Defines "disabled" as having a severe physical or mental disability that substantially limits one or more of a person's major life activities

Lists specific conditions qualifying as severe disabilities including amputation, arthritis, autism, blindness, cancer, cerebral palsy, deafness, heart disease, multiple sclerosis, muscular dystrophy, paraplegia, quadriplegia, spinal cord injuries, and sickle cell anemia, among others

Allows other disabilities or combinations of disabilities to qualify if they cause a comparable degree of substantial limitation similar to those listed

Takes effect July 1, 2015
