Amends chapter 2005-293, Laws of Florida to change port commissioner elections for the Ocean Highway and Port Authority in Nassau County to a partisan basis.

Maintains a 5-member board of port commissioners serving staggered 4-year terms, with districts congruent to Nassau County county commissioners' districts.

Requires port commissioners to be elected by qualified Nassau County electors on a partisan basis using procedures in the Florida Election Code, with elections conducted by the Nassau County Supervisor of Elections.

Board vacancies are filled by appointment until the next general election, when successors are elected to complete unexpired terms.

Takes effect upon becoming law.
