Creates the Environmental Rapid Response Trust Fund within the Department of Environmental Protection to be funded by deposits for environmental remediation purposes.

Authorizes the fund to be used for improving the plugging of abandoned wells and cleaning up spillage of oil or other pollutants from drilling, extracting, and petroleum product activities.

Establishes an automatic termination date of July 1, 2019, unless terminated sooner, with a required review under section 215.3206(1) and (2) before the scheduled termination date.

Takes effect contingent upon enactment of HB 1205 or similar legislation in the same legislative session and requires passage by a three-fifths vote of both houses of the Legislature.
