Proposes adding Section 29 to Article X of the Florida Constitution to require that any expansion of gambling be authorized exclusively through a constitutional amendment via citizen initiative petition approved by voters

Defines "expansion of gambling" as introduction of gambling at new facilities or locations beyond those lawfully conducting gambling as of March 15, 2015, or authorized by the 2015 legislative session, plus introduction of new types of gambling at existing facilities

Defines "gambling" to include Class III gaming under federal Indian Gaming Regulatory Act, including card games, casino games, slot machines, sports betting, pari-mutuel wagering, non-state lotteries, and electronic gambling devices

Preserves the Legislature's authority to restrict, regulate, or tax gambling through general law and does not affect Florida's ability to negotiate or maintain tribal-state compacts under federal law

Requires submission of the proposed amendment to Florida voters at the next general election or earlier authorized special election
