Prohibits the sale of powdered alcohol intended for human consumption and alcoholic beverages containing more than 76 percent alcohol by volume in Florida

First violation is a first-degree misdemeanor; repeat violation within 5 years is a third-degree felony

Exempts powdered alcohol use for research purposes by health care providers, state institutions, universities, and pharmaceutical/biotechnology companies

Permits licensed manufacturers to possess powdered alcohol for transportation through the state or to manufacture it in Florida for distribution and sale outside the state

Contains a sunset provision requiring legislative review, with automatic repeal on July 1, 2016, unless saved by the Legislature; effective July 1, 2015
