Establishes the Business Partnership Recognition Program for the School District of Palm Beach County to publicly display business partner names on signs in unincorporated county areas.

Sets placement and design standards including: signs must not obstruct driver visibility, not exceed 6 feet height and 10 feet width with 8-inch maximum font size, and signs on residential-facing fences limited to 50 percent of fence frontage.

Restricts sign colors to a maximum of two colors per sign (with logos allowed up to 18 inches by 18 inches), prohibits photographs and illumination, and requires uniform height and alignment when multiple signs are placed side by side.

Preempts conflicting Palm Beach County ordinances relating to signs in unincorporated areas.

Requires the school district to remove any signs within 30 days if the Federal Highway Administration determines the Department of Transportation cannot effectively control outdoor advertising as a result of the program.
