Creates the Lehigh Acres Municipal Services Improvement District as an independent special district in Lee and Hendry Counties, dissolving the East County Water Control District and transferring all its assets, contracts, and liabilities to the new district.

Establishes a five-member Board of District Commissioners with existing East County Water Control District board members continuing with their current terms; commissioners elected at-large by registered voters within the district.

Grants the district authority to provide drainage and water control services, public improvements and community facilities, conservation and habitat areas, and conditionally (with voter referendum approval and Lee County agreement) water/wastewater services, local streets/sidewalks, streetlighting, outdoor signage, and planning advisory functions.

Prohibits the district from imposing ad valorem taxes but authorizes non-ad valorem assessments, fees, and service charges for financing operations; allows bond issuance maturing within 40 years.

Prohibits municipal annexation of district lands but permits incorporation of the entire district area as a municipality; repeals prior special laws relating to the East County Water Control District.
