Authorizes local governing authorities to enforce deed restrictions on property not part of a homeowners' association if the restriction was included on the deed at the time of construction.

Requires community association managers, management firms, or associations to report to the Division of Florida Condominiums, Timeshares, and Mobile Homes by November 22, 2016, and every 3 years thereafter, with information including legal name, identification number, addresses, number of parcels, and financial data.

Authorizes the Department of Business and Professional Regulation to arbitrate homeowners' association disputes at its discretion and requires mediators or arbitrators to be certified as county court or circuit court civil mediators or arbitrators under Florida Supreme Court requirements.

Requires the department to provide training and educational programs for homeowners' association members, directors, and officers through web-based media, live training, and seminars, and to maintain a current list of approved programs available to associations.

Caps transfer of title fees for new homeowners in non-developer controlled associations at 35 percent of the association's standard transfer of title fee for that fiscal year.
