Creates section 401.2515 establishing the "Emergency Medical Air Transportation Act" and defines rotary-wing (helicopter) and fixed-wing aircraft services.

Directs Department of Health to establish a separate "Emergency Medical Air Transportation Act Account" within the Emergency Medical Services Trust Fund to augment Medicaid reimbursement payments to air ambulance providers.

Requires the director to meet with providers by September 1, 2015 to develop a methodology for distributing reimbursement payments and seek necessary Medicaid state plan amendments and federal waivers.

Imposes an additional $5 penalty for moving violations under chapter 316, with revenues collected quarterly by municipalities and counties transferred to the Emergency Medical Air Transportation Act Account.

Takes effect July 1, 2015, allowing increased Medicaid reimbursement to air ambulance providers only if sufficient account funds exist and no general revenue funds are used to offset costs.
