Creates section 474.2167, Florida Statutes to make animal medical records held by state colleges of veterinary medicine accredited by the American Veterinary Medical Association Council on Education confidential and exempt from public records requirements.

Exempts medical records relating to diagnosis of animal medical conditions, prescription or administration of drugs and medicine, and procedures for diagnosis or treatment of animal pregnancy, fertility, or infertility.

Exempts medical records transferred by previous records owners to state colleges of veterinary medicine in connection with official business transactions.

Permits disclosure of exempted records to governmental entities performing duties and responsibilities and pursuant to section 474.2165.

Exemption is subject to repeal on October 2, 2020, unless the Legislature reviews and reenacts it; effective date is July 1, 2015.
