Creates the Land Acquisition Trust Fund within the Department of Agriculture and Consumer Services as a depository for funds transferred from the Department of Environmental Protection's Land Acquisition Trust Fund.

Requires funds to be used for purposes prescribed in Section 28, Article X of the State Constitution.

Mandates that any budget reversions or reductions be transferred back to the Department of Environmental Protection's Land Acquisition Trust Fund within 15 days and remain available for future appropriation.

Sets automatic termination date of July 1, 2019, unless terminated sooner, with required review of the trust fund before its scheduled termination.

Takes effect contingent upon enactment of HB 1291 or similar legislation in the same session and requires a three-fifths vote of both houses of the Legislature.
