Amends Florida Statutes sections 921.1401 and 921.1402 to apply life sentencing provisions for juvenile offenders to offenses committed before July 1, 2014, not just those committed on or after that date.

Allows courts to conduct separate sentencing hearings for juveniles under 18 convicted of specified serious offenses to determine whether life imprisonment or a term of years equal to life imprisonment is appropriate.

Redefines "juvenile offender" to include persons sentenced to Department of Corrections custody for offenses committed before reaching age 18, regardless of the offense date.

Takes effect upon becoming law.
