Requires racial and ethnic impact statements prepared by the Department of Corrections or Department of Juvenile Justice to be attached to any bill, joint resolution, or amendment that creates a criminal offense, significantly changes an existing offense/penalty, or modifies sentencing, parole, or probation procedures before floor debate.

Impact statements must describe effects on minority persons, include estimates of how proposed legislation would change racial and ethnic composition of the criminal offender population, state methodologies and assumptions used, and estimate racial and ethnic composition of affected crime victims when applicable.

Requires state agencies that award grants to include racial and ethnic impact statements in each grant application, covering disproportionate impacts on minority persons, rationale for such impacts, and evidence of consultation with minority representatives.

Directs the Department of Management Services to create and distribute a standardized racial and ethnic impact statement form for state agencies, limited to grants awarded to corporations or legal entities other than natural persons and for informational purposes only.

Effective date is January 1, 2016; redesignates part IV of chapter 760, Florida Statutes as "Governmental Activities" and chapter 760 as "Discrimination; Minorities."
