Prohibits drivers from using handheld cellular telephones and other handheld wireless communications devices for voice communication while operating a motor vehicle on Florida roads

Prohibits manual typing or entering of characters into wireless devices and prohibits sending or reading data for nonvoice interpersonal communication (texting, e-mailing, instant messaging) while driving

Allows hands-free device use and exempts emergency personnel, navigation devices, safety alerts, autonomous vehicles, and voice communication that does not require manual text entry or reading

Establishes violations as noncriminal traffic infractions punishable as moving violations; requires 6-month driver license suspension for second or subsequent violations within 5 years

Limits enforcement to secondary action only when a driver has been detained for suspected violation of another traffic law; takes effect October 1, 2015
